MSA Education
BCFSA has prepared transition education to support those currently registered to provide mortgage services under the Mortgage Brokers Act (“MBA”) who wish to continue providing mortgage services after the Mortgage Services Act (“MSA”) comes into force on October 13, 2026.
There are separate mandatory transition education pathways depending on which licence you want to have under the MSA, as noted in the table below.
Completion of MSA transition education is mandatory for all MBA registrants to become licensed under the new MSA when it comes into force. For more information, see the Transition Education Requirements regulatory statement.
All current MB registrants who intend to continue providing mortgage services after October 13, 2026, must complete all required MSA transition education by September 22, 2026. Failure to meet this requirement will affect your ability to provide mortgage services.
Registrants who do not complete transition education by the deadline will be considered unlicensed when the MS comes into force on October 13, 2026, and may be subject to BCFSA disciplinary action.
Transition Education Requirements
MSA: Getting Started
The MSA: Getting Started is the first course in BCFSA’s mandatory series of MSA transition education courses. This online course provides a high-level overview of the MSA, including new definitions, the licensing process, licensee obligations, and enforcement processes.
MSA: Getting Started is mandatory for all current MBA registrants to become licensed under the new MSA. It is a pre-requisite to taking the mortgage broker or principal broker transition education courses.
- Course fee: $25
- Time to complete: Approximately 30 minutes
MSA: The New Principal Broker
The two-part MSA: The New Principal Broker course is designed for current Designated Individuals who will continue to oversee their brokerage as a Principal Broker after the MSA comes into force, or for currently registered submortgage brokers who have been identified by the brokerage as the proposed principal broker under the MSA. Any submortgage brokers who plan to become licensed as a principal broker will, in addition to transition education, be required to meet suitability requirements for licensing at this level.
Completion of MSA: The New Principal Broker is mandatory for continued licensing as a Principal Broker after October 13, 2026.
Part one launched on November 12, 2025, and consists of three mandatory eLearning modules covering:
- Licence levels and mortgage services;
- Mortgage brokerage structures, requirements, and responsibilities, and;
- Principal broker requirements and responsibilities.
Part two launches on April 15, 2026, and consists of two mandatory eLearning modules covering:
- Duties to clients; and
- Discipline and enforcement.
Course fees:
- Part One: $100
- Part Two: $50
How to complete
MSA transition education is delivered online by UBC Sauder School of Business. Currently registered designated individuals and other eligible learners receive course registration information directly from UBC.
MSA: The New Mortgage Broker
The MSA: The New Mortgage Broker course is designed for current MBA registrants wishing to become licensed under the MSA.
Completion of this course is mandatory for mortgage brokers to continue to provide mortgage broker services after the MSA comes into force on October 13, 2026.
The MSA: The New Mortgage Broker will launch on April 15, 2026. This course will be facilitated online, with five online modules focused on:
- The licensing framework and processes under the MSA;
- Relationships with clients;
- Discipline and enforcement;
- Administration of the brokerage; and
- Principal Broker responsibilities.
Course fee: $150
How to complete
MSA transition education is delivered online by UBC Sauder School of Business. Currently registered designated individuals and other eligible learners receive course registration information directly from UBC.
Requirements for Prospective Mortgage Brokers
If you are considering a career as a mortgage broker, you will need to complete specific education courses.
Individuals considering a career as a mortgage broker have two options.
Option 1: Start your course now
Complete the current Mortgage Brokerage in BC course and MSA transition education.
The current Mortgage Brokerage in BC course will be available up to and including July 15, 2026. Once registered, individuals will have up to one year from the date they successfully complete their course assignments to pass the associated examination. The last date that the examination will be available is July 15, 2027.
Applicants then have one year from the date of passing the examination to apply for licensing with BCFSA, even if that period occurs once the MSA comes into effect.
Applicants enrolled in the Mortgage Brokerage in BC course must also successfully complete the MSA transition education requirements, which must be completed prior to applying for licensing with BCFSA.
Option 2: Wait and take the new Mortgage Services Licensing Course
Beginning August 4, 2026, prospective applicants will be required to complete the Mortgage Services Licensing Course and pass the associated examination. Under this option, there are no transition education requirements for those enrolled in the Mortgage Services Licensing course.
The following dates apply to the Mortgage Services Licensing course and associated examination:
- First day to register for the Mortgage Services Licensing course: August 4, 2026
- First day to write Mortgage Services Licensing examination: October 13, 2026

MSA Education FAQs

Education requirements will differ depending on the type of licence you wish to apply for. All current registrants wishing to become licensed under the MSA will be required to complete two mandatory education courses.
If you wish to become licensed as the Principal Broker of your brokerage, you must complete:

If you wish to become licensed as a mortgage broker, you must complete:
- MSA: Getting Started
- MSA: The New Mortgage Broker

The total cost of all MSA transition education courses developed to prepare mortgage brokers for the MSA is $175.
The following course fees have been established for each of the MSA transition education courses:
- MSA: Getting Started: $25
- MSA: The New Principal Broker
- Part One: $100
- Part Two: $50
- MSA: The New Mortgage Broker: $150
MSA transition education courses will be released at different times.
The MSA: Getting Started course launched on September 9, 2025.
The MSA: The New Principal Broker – Part One course launches on November 12, 2025, and consists of three eLearning modules and a virtual classroom series of three unique sessions to be held in January 2026.
MSA: The New Principal Broker – Part Two and the MSA: The New Mortgage Broker will launch on April 15, 2026.
Yes. Current registrants under the MBA must complete all required MSA transition education in order to continue providing mortgage services on October 13, 2026, when the MSA comes into force.
If registrants under the MBA do not complete the transition education, there may be consequences for licensing, such as restrictions, gaps in licensing, or prohibited unlicensed activities
All MSA transition education courses must be completed by September 22, 2026, for mortgage broker registration to be transferred to a licence when the MSA comes into force on October 13, 2026.
MSA transition education consists of online, self-paced learning modules. Learners are provided with a two-week period to complete the online modules (for MSA: The New Principal Broker — Part Two and MSA: The New Mortgage Broker). Each module will take approximately one hour to complete.
If registrants under the MBA choose to wait to complete the transition education until after the MSA comes into force, there may be consequences for licensing, such as restrictions, gaps in licensing, or prohibited unlicensed activities.
Learners are encouraged to complete transition education courses as soon as possible to benefit from the concepts and information to support their transition journey.
All MSA transition education courses are offered through online learning modules delivered by UBC Sauder School of Business.
MSA: Getting Started is expected to take learners approximately 30 minutes to complete.
MSA: The New Principal Broker – Part One is expected to take learners approximately three hours to complete.
MSA: The New Principal Broker – Part Two is expected to take approximately two hours to complete.
MSA: The New Mortgage Broker is expected to take learners approximately five hours to complete.
Each offering of MSA: The New Principal Broker — Part Two and MSA: The New Mortgage Broker is scheduled over a two-week period. To register for the course, you will select a course offering from the list of available dates. You will receive a registration confirmation email from UBC after you register and pay for the course. Shortly before your course start date, you will receive an email from UBC with log-in information and instructions on how to access the course. You will have two weeks from the course start date to complete the course. If you do not complete the course within the two-week period, you will be required to register and pay fo the course again.
If you have not completed your required education by the September 22, 2026 deadline, your registration will not be transitioned to a licence when the MSA comes into force on October 13, 2026, and you will not be able to provide any mortgage services until you become licensed.
All current MBA registrants are required to have completed the necessary MSA transition education courses applicable to their licence type to qualify for licensing under the MSA. For more information, see the Transition Education Requirements regulatory statement.
If you miss the opportunity to take the transition education before September 22, 2026, there is no need to worry. BCFSA will continue to make transition education available after the MSA comes into force for individuals who may have missed taking it earlier or for those who have been on leave. However, you won’t be able to provide mortgage services until you have successfully completed the required education.
Individuals who do not wish to transition their registration to a licence under the MSA should take steps to surrender their registration by September 22, 2026. More information on the steps required to terminate a registration can be found on BCFSA’s Mortgage Brokers Resource Page.
The MSA: Getting Started course will help learners understand the major changes created by the MSA. By the end of the course, learners will be able to:
- Describe the new licensing levels and mortgage services definitions;
- Understand the qualification process for individual licensees;
- Identify key obligations set out in the MSA; and
- Describe the MSA’s enforcement mechanisms and its sanctions.
The three eLearning modules in MSA: The New Principal Broker – Part one cover:

FAQs for current mortgage broker students, or prospective mortgage brokers
Registration for the current Mortgage Brokerage in B.C. course will be available up to and including July 15, 2026. Once registered, individuals have up to one year from the date they successfully complete their course assignments to pass the associated examination. The last date that the examination will be available is July 15, 2027.

For example, if an applicant passed the Mortgage Brokerage in B.C. examination on July 15, 2027, the last day they can apply for licensing is July 15, 2028.
Notably, applications enrolled in the Mortgage Brokerage in B.C. course must also successfully complete the MSA transition education requirements. These transition education requirements must be completed prior to applying for licensing. You may also choose to wait until the new Mortgage Services Licensing course is available.
