Purpose
BCFSA is collecting information to better understand how brokerage oversight and licensee accountability are operating in today’s real estate sector.
As part of this work, BCFSA is issuing a brokerage practice assessment to managing brokers across British Columbia to complete. This assessment, which is anticipated to take approximately 30 minutes, will help BCFSA build a clearer picture of current practices, pressures, and operating realities within brokerages, and to inform future engagement and potential policy development to address identified challenges or issues.
Responses will be used to support policy analysis, research, and future engagement activities. Information collected through the assessment will be maintained separately from BCFSA’s Compliance and Enforcement functions and will not be used for compliance reviews, audits, investigations, or enforcement decisions.
The assessment will be emailed separately to all managing brokers promptly after this Advisory is issued. Your candour and insights are sincerely appreciated.
Background information
This work aligns with BCFSA’s Annual Risk Outlook and supports BCFSA’s Strategic Plan 2026–2029, which emphasizes the importance of a regulatory framework that is resilient, effective, and responsive to a rapidly evolving real estate environment. A key priority under this direction is strengthening the foundations of oversight and accountability to support professionalism and maintain public confidence.
As part of this effort, BCFSA is advancing work focused on brokerage governance—specifically, how oversight, supervision, and accountability operate within brokerages across trading, rental, and strata management services. This includes assessing whether existing structures, roles, and expectations remain effective in the context of increasingly diverse business models, more distributed operations, and growing complexity in service delivery.
Brokerages and managing brokers remain critical mechanisms through which regulatory requirements are implemented, supervised, and supported on a daily basis. As the individuals responsible for brokerage oversight and regulatory compliance, managing brokers play a critical role in supervising licensees, supporting professional conduct, and identifying and addressing risks within brokerages. Their perspective provides important insight into how governance and accountability operate in practice, and where existing approaches may need to evolve.
BCFSA is seeking input through the brokerage practice assessment to better understand current governance practices, supervisory approaches, and emerging challenges. Insights from this work will inform the next phase of policy development.
This will be followed by:
- targeted engagement with managing brokers and industry to explore key themes
- further dialogue on potential approaches informed by early findings
Together, these steps will help ensure that any future changes are grounded in operational realities, reflect the importance of effective brokerage governance, and support the shared objective of maintaining confidence in B.C.’s real estate system.
