BCFSA warns consumers about unlawful activity by Matthew Kuras
BC Financial Services Authority (BCFSA) is issuing a consumer alert regarding alleged unlicensed activities by real estate licensee Matthew Kuras and MetroVan Realty (dba MetroVan Realty Property Management).
BCFSA has received recent complaints from property owners in the Lower Mainland alleging that Kuras is making demands for payments of additional fees and is withholding rent payments. Kuras is not authorized to provide real estate services and BCFSA advises against making any payments to him.
Tenants are advised to work directly with their landlord property owners, and to contact BCFSA if they have information about Kuras’ activities. Any landlord clients who have engaged Kuras’ services are also advised to contact BCFSA directly.
Background on BCFSA’s ongoing investigation
BCFSA began investigating complaints in 2025 alleging that Kuras and MetroVan Rent Disbursement Ltd. leased multiple condo units in Vancouver under false pretenses, then subleased the properties for short-term rentals without the owners’ knowledge and authorization.
Kuras is under investigation for the following allegations:
- tenanted multiple properties in Vancouver, B.C. under false pretenses by advertising and renting them out as short-term rentals without the owners’ knowledge and authorization
- provided unlawful real estate services outside his brokerage, and through an unlicensed entity
- falsified contractual documents
- exposed owners to fines during his tenancies
- made false or misleading statements in an application for licensing renewal
As part of the investigation, BCFSA has required Kuras to provide banking records from Kuras and MetroVan Rent Disbursement for funds transferred and received between January 1, 2023, to April 1, 2025. BCFSA has also sought Kuras’ rental agreements with the condo owners, contracts, payments, and related documents in his possession.
BCFSA does not regulate short-term rentals but does oversee rental property managers as they must be licensed to provide those services through a brokerage. BCFSA will investigate if a licensee engages in conduct that is contrary to the best interests of the public, undermines public confidence in the real estate industry, or brings the real estate industry into disrepute.
Kuras has refused to cooperate with BCFSA investigators, despite numerous attempts by BCFSA to obtain documentation required for its investigation.
On May 22, 2026, Kuras’ real estate licence was surrendered and he was terminated from TRG – The Residential Group Tri-Cities Realty Ltd./TRG The Residential Group Realty Property Management due to conducting property management services under his unlicensed company, MetroVan MetroVan Realty (dba MetroVan Realty Property Management). MetroVan Realty has never been licensed to conduct real estate transactions in B.C.
Recent regulatory actions taken
- BCFSA held a discipline hearing from March 19–20, 2026, to address allegations against Kuras that he committed professional misconduct for failing or refusing to provide all the documents and information requested by BCFSA, and otherwise failing or refusing to cooperate with BCFSA’s investigation. A liability decision from the hearing is pending.
- In 2025, BCFSA issued a Notice of Administrative Penalty to Kuras totalling $27,000 for failing to comply with BCFSA’s investigation, contravening section 37(4) of the Real Estate Services Act.
