New: 2026-2027 Annual Risk Outlook

New approach highlights top risks in B.C.’s financial services sector and signals shift to more responsive regulation.

BCFSA has launched its 2026–27 Annual Risk Outlook, a new report that looks at the key risks in B.C.’s financial services sector and outlines how the regulator will respond.

The risk outlook replaces BCFSA’s previous three-year Regulatory Roadmap and marks a shift to a more flexible, risk-based approach to our regulation.

Financial institutions, professionals, and consumers in B.C. are operating in a fast-changing environment shaped by economic uncertainty, new technologies, and growing climate pressures. The move to an annual risk outlook reflects a more agile and risk-based model for our supervision. It provides a clear, consolidated view of the key external forces shaping risk across B.C.’s financial services sector, and how those risks will inform our supervisory focus in the year ahead.

Rather than setting fixed, multi-year initiatives, BCFSA will now:

  • Focus on current and emerging risks
  • Regularly reassess priorities as conditions change
  • Shift our supervisory attention to where it’s needed most

This approach is designed to keep our oversight timely, targeted, and responsive, and support a financial services sector that is fair, stable, and resilient.

The risk outlook identifies five key risk drivers across the sector:

  • Macroeconomic conditions
  • Housing market
  • Digital disruption
  • Financial crime
  • Natural catastrophes

These drivers are translated into risks across all eight industries BCFSA regulates, including credit unions, insurance companies, trust companies, pension plans, real estate services, real estate development marketing, mortgage services, and money services business (regime not yet in force).
