There are other filings and returns that are subject to penalties in the Administrative Penalties Regulation (APR).
The APR sets out which provisions of the FIA are subject to penalty, who can be liable for a penalty, and the maximum amount that can be ordered. Please refer to the Administrative Penalties Regulation for more information.

Filing Requirements in IRIS for Credit Unions

Every credit union that held a business authorization for this Province at the end of its latest fiscal year is required to submit regulatory filings to this office and pay an annual fee. The filings must be submitted electronically by the specified due dates.

The BC Financial Services Authority (BCFSA) has a new Integrated Regulatory Information System (IRIS) to further support BCFSA as a modern, efficient, and effective regulator for BC’s financial services sector.  Credit unions will continue to use the current reporting templates, instructions and submission methods until the effective dates in the tables below. The following templates have been revised with the transition to IRIS:

  • Financial and Statistical Return (MFSR, QFSR, AFSR),
  • Capital Adequacy Return (CAR),
  • Liquidity Adequacy Return (LAR),
  • Liquidity Coverage Ratio,
  • Net Cumulative Cash Flow (NCCF) and
  • Residential Mortgage Loans Report (RMLR)

These revised templates should only be used from reporting periods October 2021 or April 2022 and submitted through BCFSA’s IRIS portal.

For reporting purposes, credit unions will identify itself as a Large, Medium-sized I, Medium-sized II or Small credit union based on the total assets reported in the annual FSR for fiscal year 2020, annually thereafter.

BCFSA issued revised regulatory reporting templates and instructions for B.C. credit unions in the form of regulatory statements (refer to Advisory). The revised templates will be effective October 2021 or April 2022.
